A lot of refrigerators have a heater in the drain pan that evaporates the condesation. If yours is full that heater could broken or a wire has come loose.

This is normal.
Do this first though - check in your freezer - check the walls inside your freezer and if there is ice on it then you've a problem. Time to call a professional - there maybe one of 3 things that could be causing this frost buildup.
If you don't see frost/ice buildup but you still see water in the drain pan then its ok and the water in the drain pan should evaporate eventually. Thats normal.

Yes when things are working properly. The air across the condenser will evaporate the water before the next defrost cycle.

No. It should only be filled if you are defrosting your ref. I would check the setting on it, you may have a problem with premature defosting.

look into the heating element being non functional
unless you have an expensive model like Sub Zero and the name as it applies it is below a zero (worst make ever) then the condensate tube needs to be cleaned

why else would they have a pan there to catch the water. empty it when it gets water in there and make sure it doesnt attract water based insects and you are fine.
