Why aren't Gotti's thugs and Bush's thugs viewed equally?

When a mafia leader's thugs are exposed both the leader and his thugs are treated with equal disdain. So why aren't Bush's thugs treated with disrepect when he is caught lying(ie. no weapons of mass destruction in Iraq)
