I don't think there is one university in the whole world that can be defined as being "the best" for everyone. All universities have different characteristics that attract different types of students. Some students may want a small environment while others may want to attend a university with over 20,000 students. Some may want a tech-oriented university while others may want a liberal arts college. There are various rankings done. The Times Educational Supplement ranks Harvard as the best in the world. The Academic Ranking of World Universities also puts Harvard at the top. The US News and World Report ranking of America's best colleges which ranks colleges by a number of criteria.

Depends on the discipline. Harvard is probably the best of the Ivey League schools for stuff like humanities and medicine.
MIT is probably the best tech school in the world.
