i'm planning on applying to colleges before nov 1st to work all the stuff out early and beat the rush, but will i be bound? i know it IS binding for several universities... but what about public ones?

Most colleges have unique policies on early admission/early action. You should be able to speak to an admissions officer each college you are considering and ask specifically about their definition of these terms and how they apply to their policy. Increasingly, schools are offerring early application processes that do not bind the applicant, but simply offer highly motivated students the chance to finish their application early. Other programs essentially involve signing a contract that you will attend their school if accepted. There is no uniform standard (yet). Good luck with your applications!
