The cruise ship dock is in between two beaches. The Ocho Rios public beach is on the right (if you're facing the sea). It will take you less than one minute to walk there. There is also a private beach owned by the Margaritaville restaurant to the left of the Cruise ship dock. last time I was there it cost about $5US for a pass. You can also buy day passes to private beaches owned by all-inclusive chains such as Sandals and the Jamaica Grande.
Have fun on your cruise.

The port is within walking distance of the beach. I'm not sure which of these are public though. I stayed in a hotel right by the port and could watch the cruise ships coming and going.

If the beaches close by aren't public, just pay $5 and have a cab take you to one. They'll recommend a good one (they're ALL good) and get you there. There are many really close.

Have fun!!
