THE COMPUTERS AT KMART AND TARGET ARE BROKEN SOMETIMES AND A PERSON IS UNABLE TO APPLY FOR EMPLOYMENT.MY QUESTION, HOW DOES A PERSON APPLY WHEN THIS OCCURS ?

Apply from home on computer.
I know for a fact Kmart does this I assume Target will too.

Ask a manager that is on duty for a paper application to fill out.

Send them to WAL*MART !!!
They just might find a "paper version" of a job application form there, like in the "good ol' days" huh ?...........OMG
Say, how about leaving a professionally prepared RESUME with the store manager ?
