notice he also miraculously forgot sitting on a shelf with hundreds of other buzz lightyears? and somehow a cardboard spaceship works for him? and "made in china" doesn't clue him in?
it's a kids movie, things don't have to make sense, it just works for the kids. if buzz lightyear acted real in front of the humans in the movie then kids would wonder why their toys didn't do it.

It's a phenomenon called "mimicked behavior". He is so used to all those he associates with, such as Woody and his friends, do the same "go limp" when humans enter that he does the same. It's probably psychosomatic for him and he does it subconsciously.
