When you have taken the time of a prospective employer to apply for a job, and they have made you an offer, it is a courtesy to respond in acceptance or declining the position. Either way, you show your response to their offer with a courteous explanation. The employer then knows for sure to look elsewhere to fill the position. Too many employers don't provide the same courtesy when an application is filled out, but we as prospective employees should always extend the courtesy of a prompt answer whether it be accepting or declining an offer.

I not quite sure that this is the information you need, but here goes. When I was a vehicle liability adjuster "decline" meant that the at fault did not have insurance with us at time of accident or the accident was "road-rage or someother reason why the insurance did have to pay under state laws We were not taking a position as we had no liability exposure ."Denied" meant that we did not believe our insured was at fault and that we would defend him in arbitration or courts.
