It was once said that there are two things you never want to see made: sausage and legislation

they are both very messy. In a nutshell (federal), legislation is proposed in the house or the senate. If it is passed in one it is sent to the other. Generally, the version that passes in the house and the version that passes in the senate are not going to be the exact same. So, a committee is formed with members of the house and senate to hammer out the differences between the two versions. they are then re-submitted to the house and the senate. after they are passed, they goto the president to be signed into law.
