The temperature in workrooms should normally be at least 16 degrees Celsius unless much of the work involves severe physical effort in which case the temperature should be at least 13 degrees Celsius. These temperatures may not, however, ensure reasonable comfort, depending on other factors such as air movement and relative humidity.’

If you are in the UK, the Offices Shops and Railway Premises Act says that if the temperature does not reach 16 degrees celcius after an hour of working, you can legally walk out.

Best to check with a lawyer as laws differ in different places and some don't have any that would count with this. I have worked at -20 with a -60 wind chill and could not walk out unless I did not want a job. Depends a lot on the job and regular conditions and how much you really want a job.

If its not below zero, your fine. If you knew this place was going to be cold while working here, why diod you take the job in the first place. If you work for a company that has trucks unloading and the doors are open, wear more insulated clothing. if your in an office, then 62 is the norm. ( on lowest it can go)
