Hi. The developing embryo needs 22 sets to develop all of what we consider to be human (plus the sex chromosomes, of course). I would say no, it is not a complete creature.

yes still human, there are some disorders where an individual can be born with a missing chromosome (monosomy). of course it depends which one, some are more important than others.
