Hi Nitika...
Well hats to you for going into such a good question...
Anyways well let me say something about INDIA..see if you are INDIAN then u might be aware that out of total population atleast 60% is below poverty line..means those u have no earning capacity or those u earn but still the earning is below the family demand...
See in such country survival is more important than reforms..i mean no doubt government has lots of plans for child labour but at the end of day what about the family? Atleast a family requires two times meals even if they wont have shelter or cloths..and that two times meals is also seems to be very tough..
And the Reason is only GOVERNMENT how i will make u understand as below..
See government gives grants to BPL Families..i.e. BELOW POVERTY LINE .but becos of heavy corruption the end money never reach to the people..which in turn forces them to send there child for work...
So a simple answer is that..u need to stop corruption..which is just next to impossible but mayne not impossible...so itsnow upto u how u can awake the government..

Either the parents should be provided with proper guidance on child labour or the youth should fight against them.
no use of giving the chidren education because their parents won't let them study in their poverty and make them earn.
But the best way is the people who use the child labours should understand the problem and in each and every industries they have to undergo a councelling regarding child labour
