Our modern concept of democracy was invented by the citizens of Athens in the time of Pericles. Their democracy wasn't quite like what we would call democracy today, since only selected aristocratic men were allowed the vote, but they pioneered the concept that government derives from the will of the people.

In the millenium BC, Athens developed a form of government, which gave the people the power to rule and make decisions. This is the foundation of democracy. Before democracy, Greece was governed by a king or as an oligarchy. Greek concepts spread with trade, as phoenician ships and macedonian traders went around the world.
