Just buy tons of candy and invite the neighborhood children to come over and get out of the cold with yours.

It's NEVER too cold to go Trick or Treating. Just bundle them up in their winter coats over or under the costumes & send them on the way. If you must, follow along in a warm car, so they can occasionaly have a retreat from the cold, & warm up.

Either try to have an indoor party if you can gather some friends or neighbors to join it would be fun. Usually we just put something warm under their costumes. Like sweats in a matching color if you have them or basic black or white. Turtlenecks work well also just with jeans underneath. People will understand when they see a little normal clothing under the costume. If you have girls, try leggings or tights also. Enjoy the fun

Take them to the local mall. Usually they have trick or treating and it's not cold...Have a safe one..

In my town all the local restaurants will usually have candy to give out,and if your a regular they will be thrilled to see your kids dressed up

many malls and church organizations offer halloween trick or treat parties. they can go from store to store, or if you have any friends who live in condos or an apartment complex that could keep them out of the elements.
