Practice makes perfect things.just leave your shyness do not bother even if you make mistakes and practise talking to your close friends automatically your fluency,slang and accent becomes good.

Best way to learn is speaking on regular basis and reading the local news paper than the training material...
There are plenty of the audio books on spoken English which also teach you how to speak each word and when to use in situations.
so far all my friends and clients are always say speaking at home and with close friends on daily basis will improve a lot.
other thing you also can do it accept a teaching class for kids(say you are very comfortable with 10th maths) so better choose to become a part time teacher for 10th English medium maths that will improve your confidence and spoken English a lot.

nothing is free. I do know where you can buy different books on english and have help from a teacher for under $40. This is with the Chicago Academy of English.

http://www.bbc.co.uk/worldservice/learningenglish/ is a good place to start. They have pretty nice tutorials online with vocabulary, meanings, news, etc.
