A command prompt (or just prompt) is a sequence of (one or more) characters used in a command line interface to indicate availability to accept commands. Command prompts usually end with one of the characters $, #, :, > and often include other information, such as the path of the current working directory.

A command prompt is where you use the keyboard to control the computer. Like when you hold Ctrl-Alt-Delete to bring up the windows task manager, or Ctrl-A to select all, or Ctrl-F to find a word in the window you have open. I'm pretty sure it is necessary to hold Ctrl for it to be a command prompt. Hope this is helpful.
