moles MnO4(-)= M*V=0.1*V

The MW of oxalic acid is 90. So according to the reaction

5*90 gr oxalic acid react with 2 mole permanganate
0.35 gr oxalic acid react with 0.1*V

Therefore 5*90*0.1*V= 2*0.35 => V=0.7/45= 0.0155 L=15.5 mL
