Adobe Dreamweaver (formerly known as Macromedia Dreamweaver) is the best. However, you can also use Eclipse. Eclipse is open-sourced and so it is free to download and free to use. You can download it at www.eclipse.org

Dreamweaver is the best software for creating websites that I have used, but it costs money, but definitely worth it.

If you have little or no experience go for a WYSIWYG webdesign program like dreamweaver (or many others).
If you would like to try handcoding a website, my favoutrite is HTMLKit available free from http://www.chami.com
Also check out some great basic tutorials to get you started at http://www.htmldog.com

Marcromida Dream weaver. That is the best of the best. You don't even have to know HTML if you use that program.

I would recommend NotePad :) WYSIWYG is ok too but I prefer hand coding. A good place to learn HTMl is http://www.markuptutorials.com/ also try - http://www.webdesign.org/web/html-and-css/tutorials/
