I thought that animal planet answered this back in one of their tv shows. if i remember, the bear beat out the tiger in computer simulated tests.
the jist being that the bear was big, and easily pissed off, and stubborn enough to be relentless in his attack. his coat and relatively thick skin held up to the tigers claws. between his hug and his swat, he was the superior brawler.
the tiger, being a superior hunter would only win if he had surprise on his side, and even then would need to strike a lethal blow immediately - which would be hard on the bear. once his surprise attack failed, the tiger would be a bit more hesitant in the fight and might seek to retreat.

Grizzly Bear especially a coastal one. Coastal grizzlies are a couple of hundred pounds larger than their relatives in the hinterland. A grizzlie is quicker than most people think and the claws are enormous. Also, the tiger would back down before the grizzly would.
