The answer to this question really depends on what you are planning to do. For example, trick or treating, absolutely not. People are crazy these days, and you just simply can not count on people's good intentions anymore.
Many churches, schools and some businesses have fall celebrations, where the kids are allowed to dress in Halloween costumes. There are games, hay rides, etc. There is not anyone by the door waiting to pounce on you to save your soul at the churches. They will probably invite you to come again on Sunday morning. The point is, it is fun and totally safe. You will not have to worry about your kids and if they are safe. This is what I would do if I were you.

It depends on where you live, and where they are going. Maybe you could try to make a route for them surrounding people you know. Maybe every 5-10 houses they went to would be someone you know. If you want to check up on them to ensure they are safe, you would just have to call around and see where they were at the time. This way, they will have the fun and freedom of not having you by their side, but also, you would be comfy knowing that they will be safe.

I think it would be safe! I don't know where you live, but, I think your boys would feel left out if they didn't go out. They will see everyone else dressed up and going out and they would be left out. That's what kids live for everyyear! As long as you go with them or they go in a group and they were safe proof costumes and you check their candy when they get home. Everything would be okay.

no i would send an older kid/teen with them if u are going to let them go out. or u need to go urself. it all depends on the neighborhood as well as how far from the house they are going. but halloween often brings out all sorts of groups of people and i wouldnt want to chance my kids meeting up with some of those.

I would insist on an adult to accompany them also no more than five children per adult. But then I would be the adult with them.
