Most tigers hunt in the dense forests of Asia and at one point parts of Russia. The canopy in a forest creates areas of light and dark. The stripes mimic this light and dark pattern common in forests. The tops of trees block out some sunlight but there are gaps between the tree tops that let sunlight in. The orange and black is perfect for hunting in Fall when all the leaves have turned color. In the winter their coats keep them warm in northern areas but really do nothing for them in terms of camouflage if there's lots of snow obviously.
Additional research has revealed to me that tall reeds may also play an important roll in the stripes in that habitat. Needing to be near a body of water to drink and perhaps setting up ambushes there the tiger would need to blend into tall reeds which are long grasses with thin blades. Reeds are green and it's stripes are black, but a lot of it's prey will be color blind and it need only to be the same dark shade of gray to the animal. However camouflage is not a huge factor since prey will detect threats by scent, so the tiger will need to be downwind, and sound, so stealth is important.
The broken sunlight I mentioned before is more consistent with spots, like jaguars and leopards, according to this additional research, not stripes.

The skin of the tiger is stripped, due to pigmant formation. The stripes in the skin cause the fur to be stripped. It is like our fingerprints. They are automatically like that - and no 2 people can have the same fingerprint as a tiger's stripes - no 2 are the same.

It was selected for as a successful form of camouflage... The stripes break up the shape/outline of the tiger, making it almost invisible when hiding.
