These are American films, but here are my suggestions.
For younger kids, get "Hocus Pocus" with Bette Midler and Sarah Jessica Parker or any of the Harry Potter movies would be good.
For slightly older kids (teenagers), Harry Potter, Buffy the Vampire Slayer, Halloween, The Grudge, The Ring.

Many of Tim Burton's films would be appropriate. Try "Edward Scissorhands" or "Corpse Bride." Not too scary, but not all sweetness and light either.
Vincent Price movies like "The Tingler" or "The Bat" are also funny Halloween classics. For one that's actually kind of creepy starring him, I love "Dragonwyck."
Actually, many of Roger Corman's films would be appropriate too. "Little Shop of Horrors" and "The Wasp Woman" are personal favorites.

How about "Poltergeist"? Rated PG-13 (American)
For younger kids, "A Nightmare before Christmas". a fun musical, animated film from Tim Burton.

11-15...uhhh thats a hard one, i would say maybe the grudge b.c its not really gorry and bloody, u know....and for the younger ones i think monster house is really good
