The cop mentioned that if I get the car inspected and mail in proof then i will not have to pay the fine...I don't know how long I have to get the car inspected so I can avoid the fine...NY

Look on the ticket you received. It definitely should have a pay-by date. Why wait and get an increased fine?

It depends on where you live. If you live in Pennsylvania, go to http://www.state.pa.us . Outside the USA, you're on your own.
