Well, here in small town Midwestern USA we don't have gay ghettos.....but I do live in a historic district.

When I moved here the board of the neighborhood was 9 people 5 of them openly gay and 1 huge closet case....I knew I was home :-)

We do have a higher than average occurrence of rainbow flags and such...and the best neighborhood pot-lucks!

To respond to your question, I had to create a reference point. That being the definition of ghetto. And it is defined as the quarter (part) of a city where a minority is forced to live. Or it could be the quarter of a city where a minority chooses to live. I'm not sure how much you want to know, so I'll try to keep this short and sweet. You can tell if you live in (any kind of) a ghetto by the predominance of a certain kind of people in very close proximity. If you wanna know if it's a "gay ghetto," you can tell if most of the people in the ghetto or area are gays. If there are only some gays, then it's probably not a "gay ghetto." In short, the nature or characteristic of the ghetto or area of the city, is usually lived in and thru the character of the predominant personality (gay) living there. It's fairly simple to tell. Just pay attention to the people. You won't need to count them... just watch. Does this help?

Not a whole lotta beach wear sold in Arizona.

No, Phoenix doesn't have a gay ghetto. Our bars and entertainment are sprinkled across the city. There are areas that have a larger number of gay residents, and it appears I do live in one of those areas (mainly because I fell in love with the house, not its location). But my neighborhood doesn't qualify as a ghetto under your definitions, nor does it resemble the ghettos I'm familiar with from SF.
