It probably just means that if you don't punsih the child (by hitting him or her with a rod, when he or she does wrong) your spoiling them. Obviously views have changed today, and that would be considered child abuse.

I don't think its all that complicated. It simply means, if you don't bother punishing your child (rod = spanking = punishment) you will end up with a spoiled (petulant, disagreeable) child.
