We sound extremely similar! I have been doing a slate blue/ charcoal thing and it looks good. I still use black eyeliner but cover it completely with shadow in blues and greys. I have used turqoise liners in the past ( liquid) that looked real good. Contrasting colors look great too ( peach colors) but need to be tested out somewhere before you buy. Some bright ones make the blue in your eyes stand out like CRAZY but some can make you look tired and washed out.

My eyes are blue too. My best feature. I wear alot of brown shades and purples when I'm feeling dramatic. The purple makes my eyes look a beautiful blue green. I use either a dark brown or black eyeliner.

Wear a brown base eyeshadow in the crease of you're eye a royal blue and on the verry tip of the royal blue a lighter blue with a bit of shimmer in it. also a brown shimmery eyeliner would look good with this combo

Brown and dark greens. I have really dark brown eyes, so, I'm not speaking from personal experience. You might also want to try charcoal grays.

try a green or and grayish-purple color...the contrast these colors have with your pretty blue eyes will make your eyes pop with out being too dramatic

green eye shadow really makes blue eyes stand out. I know you wouldn't normally think to wear that colour but trust me it works.
