Jenkins was the first, but not the only one. Greg Maddux and Curt Schilling have done it too.

At the end of the 2006 season Maddux had 3,169 k's and 944 walks.

At the end of the 2006 season Schilling had 3,105 k's and 688 walks.

As an FYI...Pedro Martinez has 2,998 k's and 701 walks. So unless he's done for, he'll be the 4th to do it.
