Are you playing a movie on the Windows Media Player.
If so, then U should check the CD or DVD that U are using. It is rare that the picture quality on the Windows Media Player should be affected.
Check for another source of video. If it still occurs then U might not be using the right codecs.

Either your video file itself is jerky or it may be due to incorrect video drivers or even a corrupted installation of media player. if the video plays fine in small screen then it could be that the video resolution may not be too high and thus a bit fuzzy at full screen.
If you are playing through a CD then intermittent jerks could happen as the data takes time to read from a cd.
You can also download a diffrent media player which play nearly all thypes of video files it can be found here http://www.videolan.org/vlc/

If that doesn`t work, try to hold down the alt key, and then press enter... or like someone suggested double click on the movie that`s playing. Not that it matters very much, but what version of WMP are you using?

Reinstall the display drivers of your system.
While playing the movie the screen will be flicker if you are not installed the display drivers.
To resolve this reinstall the display drivers
