The weapons were all destroyed according to a weapons inspector during that time back in 1990, 1991 after Iraq tried to invade Kuwait. The U.S. put major sanctions on Iraq, which by the way have killed more Iraq's than both atomic bombs we dropped including over half a million children. The U.S. had Iraq destroy all WMD's. We knew they didn't have any.

In reality there may have been a small amount of WMD. We will never know for sure. It was most likely smuggled into Syria before the start of the war. There were close connections between members of the baath party in both countries. It would have been pretty easy to pull off. Remember, at the start of the war U.S. troops found hundreds of anti-chemical suits in various military installations throughout the country. I doubt the Iraqi army were going to use them for Halloween. Saddam must have realized that keeping the WMD's had no positive result for him. If he uses them, the invasion would have been justified to the rest of the world. The only option was to get rid of them.

Well, that's the thing. Saddam got rid of them. And since he was getting rid of them, why not use them to kill a "few" kurds at the same time?
Using the weapons on the kurds doesn't make sense unless Iraq was giving up it's biological and chemical weapons (otherwise they'd be kept in case of future wars, yes?)
Of course, genocide doesn't always make sense. But if it did, this would be the reason why it happened.

Anti Chemical suits doesn't prove anything in a direction or another. They might've been for Iran's chemical weapons, after all. In fact, having all that anti-chemical equipment is supposed to be a deterrent for the enemy to use them (because if your enemy has gas masks for more of their soldiers, it is kind of silly to spray the stuff around).
