Well, there was an episode before where they smuggled alcohol in bowling balls. Bart and Homer ran a moonshine operation.Homer would go crazy.
We've also seen Barney actually being able to hold a job and fly a helicopter when he was not drunk. Maybe he'll finally get a job.
Lenny and Carl aren't heavy drinkers so I think they can handle it.

Homer would leave the country and go to Ireland
Barney would be in jail for making his own beer out of desperation.
Lenny & Carl would both just sober up and drink water. And be real clean.

Well that episode's plot (the one that joe answered) was about prohibition. The mayor found an old law which prohibited beer from being sold. So technically. Many people already watched what would they do if there was prohibition.
