first of all its upto you. both are microsoft products. now from your point of view. you can choose access 2003 for few days as a starting and basic just to wash your hand with database. once you are familiar with database design like what is rows tables quaries relations etc. then u can jump upto sql. Sql is good specially when u r matching it with VB 2005. as a backhand.

To Learn about database, you must find a Database system that support :
- Transactions
- Stored Procedure
- Trigger

MySql version 5.0 , Microsoft SQL server 2005, Interbase, Firebird, fit all the minimum requirement for the complete database.

http://dev.mysql.com/doc/refman/5.0/en/index.html
http://www.microsoft.com/sql/

if you have to choose between MsAccess and Ms Sql Server, choose Microsoft SQL Server 2005.
Microsoft Access 2003 ??? don't ever think about it.

stay away from microsoft stuff as much as you can, if you want to learn something you can use in the future.
Get mysql or postresql - they are both free and standard compliant. Knowing either of those will make you comfortable with any database engine.
Knowing microsoft crap will (in the best case) let you work with that particular version... unli they retrofit a patch into it.

Just look at this board ... see how many questions are flying around "how I do this..." in access, "how i do that..", "how do I write this query..." in access etc... and how almost noone is answering them?
There is a reason for that.
