Easiest answer is, by buying a new one from a store or manufacturer.
If buying used, purchase only from a reputable dealer, or a computer store that sells used computers, or from a friend or acquaintance who you know has owned and been using the computer.
Once you have it ... there are a number of safety devices .. none of which replaces diligently keeping your eye on your computer.
register the serial number
if you use it in public, use a lock on it to fasten it to a table, desk ..even while you are sitting right there
put an alarm on your case if you travel with it a lot
and, something i do ... I got one of those wrist straps that you use on little kids so they dont run off .. and i put one end on my case and one on my wrist (I use a case on wheels) ... so that if i am doing something, like buying a coffee, and have my case not in my hand ... i will know instantly if someone tries to take it and can take action. An alarm would do the same, but they frown on those in libraries, which is where i most spend time with my laptop.

Even if you buy from a shop there is no guarantee it is not stolen. Basically just use your common sense - if something about the deal seems fishy then pull out of it. You cannot guarantee it either way, so just be sensible...

You can take the serial numbers (and make/model) to a local police department and have it ran through NCIC. Most agencies enter stolen computer information into this database. But I would do this before I purchased it.

Keep it locked in a safe at home.
When you take it outside, lock it down with a 'Kensington' type lock at all times.
