I heard that in New York State, someone can be legally considered 18 (or any age of that matter) the day before his or her birthday...is this correct?

well look at it logically,on your birthday you are to all intense and purposes 18 years and 1 day.

No its not, You are legally considered 18 at 12:00 midnight after your birthday

You are 18 at midnight the day of your birthday, for half of America that is still the day before. I don't consider it tommorow until I go to bed.

On completion of 6209 days from the exact time & date of your birth, you are legally considered.
