Traditionally it is women and children first and this makes sense. If you analysis it, what this means is the physically weakest are to be saved first. The crew is there to ensure that the maximum number of people survive because they have been trained for such a scenario. There may be passengers who incidentally have relevant training, and these should offer help as required.

Of course, this only occurs when there is time to organise evacuation. In a sudden emergency often the survival instinct kicks in and sadly this means every person for themselves. In that situation those who stop to help others are truly the bravest of people.
