what is budgeting on accrual basis by the government?
and what is the difference between it and "financial reporting on accrual basis"?

There are two types of Accounting one is cash based and the other accrual based. In cash based the transaction is entered only when the cash is realised even after one year that means some transactions are carried forward to the next accounting year where as in accrual based accounting all the transactions are recognised in the year which it happens. Budgetting is no different.
