That is a very Greek idea you have there. The Athenians had a political system set on that very principal.
However, it is not the term limit but the fact that most offices can house an incumbant for an indefinite amount of time. This creates career politicians which breeds corruption and stifles new ideas.
A "public service" limit of 12 years should be in place meaning the president can get elected 3 times, a rep 6, and a senator twice. This allows for the natural political and economic waves to happen under one set of leaders so we will know exactly who to blame.
On the other hand every 12 years will allow for fresh new faces, a governmental overhall, and new ideas to address new issues and events.

One year is too short. It takes anyone months to really get the hang of a new workplace. This would probably leave just 3-4 months to do any work (in case they feel like working) before the reelection campaigns start.
They wouldn't get anything done apart from spending our tax dollars.
