depends

are they being left regularly?
for how long?

i have boys, 7&9
for the last couple of years we have "occasionally" gone out to friends, or for a meal, and left them alone
the grandmother IS the next door neighbour, and they are told before we go out what is happening, and they both know the rules about telephones, opening doors etc etc

it really depends on the circumstances
if you are really concerned, then try speaking to the parents (not always easy) or ask another neighbour what they think

4 months, is too young to be left alone...

nice to know that some people still care about what is going on around them

Why are they alone? Do you know the parents? Are they partying? Are they alone for a little while, like between sitter and parent coming home from work?
If they are being outright neglected, report them to family services.
If it is a case where they really need help like for an hour or so a day, can't you help them out?
Childcare is a big problem for working parents, especially single ones. Try not to be so quick to judge unless you know all the facts.
Maybe they need a friend.

I would inform social services of if you know the mothers gone out the police, then they will call them it might give her the wake up call she needs, she probably thinks the 11 year old is old enough to look after the others but that seems to young to me, she is putting the kids in danger and you are going to have to act sooner rather than later.

Well the worst thing to do is nothing! Children need to be cared for. If their parents are not doing it then Law Enforcement and SRS need to get involved and make sure the needs of the children are being met. So my advice to you is call the local Police and or Sheriff's department. The worst thing to do is nothing. Those children need help cause they cannot help themselves. Good luck.

Report the parents to Social Services.

Yeah if they're asleep they aint gonna get up to any mishief but what happens if one of them fall ill, the baby could start choking or even a fire could break out!!!

What sort of parent would just leave children of this age on their own, i wouldnt call them a caring parent at all!

Speak to the mother first. Dont call social services it could cause all sorts of upheaval for the children. Find out the facts first, by speaking to her there could be a perfectly simple explanation.

Please get the authorities involved. It is really worrying that these children are being left alone at night. Can you imagine if there was a fire, or some sort of emergency? This isn't right, and really needs to be sorted out.

Because the kids are so young you have no choice but to report this to Social Services.
