First step is to figure out a domain name you would like.
2nd check if the domain name you chose is not yet used.(You may use Dotster.com to verify this)
Last step would be to enroll your domain using a registrar like Dotster.com or register.com. The trick is to search for the one which offers the cheapest registration fee.

A domain name is simply a unique address. Domain name servers hold the IP numbers of all registered websites and direct requests to the corresponding IP address. A domain name is as unique as a telephone number. Please visit the following site for more info-> http://www.passioncomputing.com.au/Domain_Names/Importance_of_domain_registration.aspx

First of all make sure whether you want a cheap or free domain name. The former is better since free domains tend to block your site almost with annoying pop-ups. Don't try .tk domains as these are the worst you can see. Take the example of my page which has a URL www.freewebs.com/chiru_mvgr with this .tk registered domain www.learn2earnonline.tk Both lead you to the same site but feel the difference! I suggest .co.nr for a free domain. Check out www.redhotdomainnames.com for a list of expiring awesome domains.

domain is basically an address where your website files are located, and you need to register a domain name to enable users to see your website....and its as cheap as $2 i.e Rs 100

you can register your domain name here:

http://smallbusiness.yahoo.com/domains/

check for offers, they normally give the $2 offer alternate months.

then you can host your website at any professional hosting company like

http://www.godaddy.com

or free sites like

http://www.geocities.com
