Possible reasons are,

The one which you are going to replace may not have os installed.

When you connect a hard disk we have to check jumper the settings. You must set the jumper properly to boot the system from the replaced hard disk.

The hard disk may not be deteced. To check this go to bios settings while boot by pressing F2 or Del key.

Hard disk may be corrupted.

make sure its the correct setting of jumphers on ur hard disk if u are not know to them they are displayed for various settings on the label of the disk itself and set to the master one and boot from hard disk this should sort out the problem if it has got some os installed in the disk

The other harddrive may not be recognized or properly installed in your BIOS
