President and Prime Minister are heads of state-that is they are the top most leaders and rulers of their country. In some countries President is more powerful and in some others the Prime Minister is. In some countries both the posts exist but only one is more powerful and takes the decisions about running the country. For example in USA the President is the highest authority and in India the President is the first citizen and holds a high position and decides on who forms the Government and other procedures. But the Prime Minister who is head of the cabinet of Ministers is the real ruler and has more executive powers and runs the country. High Commissioner is the designation of the Ambassadors of the commonwealth countries like Canada, UK, Australia and India. It is a much lower post when compared to the President and Prime Minister. A prime minister is the "head of government", meaning that they control the country's administration and executive. The president is the "head of state", which is the person who is formally in charge of the country. Most presidents are also the head of government as well (in countries that have a prime minister, the head of state is usually someone else and is more ceremonial). The exact power between the two varies depending on country, but generally presidents have more power. Prime ministers rule because their political party has a majority in that country's legislature, and hence they need the support of the legislature to keep going. Presidents do not. So for instance, the Canadian PM gets his power because his party has the most seats in the Canadian House of Commons. If he loses the support of the house he has to resign. The US president, however, doesn't have to worry about that (you'll note that Obama is still the president even though the Republicans control the house of representatives) and can keep going until the next election. Some countries have both a president and a PM. If they do, usually the PM is the one who effectively runs things and the president is a ceremonial figure. If they only have one, whichever one they have is usually the one who runs the show.

A president is head of a state. A prime minister is head of a government. A president is elected directly by the people. A prime minister is the leader of a political party and the party representatives are elected by the people. Is one more important than the other? It depends on the country you live in. As you are Canadian and therefore don't have a president, I'm going to say the prime minister is more important for you, as he can affect your life on a daily basis.

The Prime Minister is responsible for running the government, such as getting a budget in place, passing laws and managing cabinets/posts/offices.

The President is responsible for the military and the security of the State.

These positions seem similar and overlapping but they are no co-equal. Government (civil) v. State (military)

A Head of State, best example would be the Queen is usually a figure head and does not have much role in the actual structure of government.

A head of Government: Isn't a figure head but rather an active role in politics and has great influence.

The President is both since he usually is the figure head who people symbolize a country with but also the head of government who plays an active role in politics.

Prime Minister - Parliamentary form of government
President - Federal form of government

President elected directly by the people through a voting process that may include an Electoral College.

Prime Minister is elected by the members of Parliament and the members of Parliament are elected by the people.

President serves a designated term of office or is impeached.

Prime Minister can be removed by Parliament when he or she no longer has the support of the majority of the Parliament.

They both are a type of Democratic government.
