If you think this is happening then you are violating the law by not reporting it.
At least go to a pay phone, call the police, give them the name and address of her and tell them that you think she is being molested and don't give your name or any reason for them to connect you with the complaint. That is an "at least." And you know what you should really do.
This doesn't have a damn thing to do with her "rights." It is about a crime that is up there on the level of bank robbery.

What are her rights?! Her rights are to not be molested! You need to talk to an adult (unless your are one, in that case report what you suspect to child family services or her school counselor). Has she confirmed the molestation? Be careful with this as you don't want to accuse someone unless you are fairly certain or she has told you what is going on.

I would call the authorities to investigate - especially if there is any suspicion that molestion is going on - it is such an evil thing but even worse if you ignore it.

help her please.i don't know her,but i've had a friend who was sexually assaulted and i know what kind of emotional trauma your cousin must be feeling.
social services.first, separate her from the offenders and keep her somewhere safe where she's confident to tell the truth without being restrained by anyone's presence.

It's your duty to report it, even if you're wrong it is better than letting her suffer in silence.
