You have already had answers as to where it all started. However it never was a bit of fun in other countries than America until the post war era. Trick or treat, carved pumpkins, and frightening costumes are all an imported custom which spread to UK through seeing American films.
On the continent it was considered a dangerous thing to go out at night on All Hallows Eve, as it was thought that evil spirits were about and could harm you. The first of November is still a religious holiday in many Christian countries and it is a sombre and respectful celebration.
I was brought up in France as a child and we had to go to mass then take flowers to the tombs of dead relatives. There was no global warning then, and I remember clearly having to pray for the rest of their souls, standing in the freezing rain and biting wind, even though I was a toddler.
Even twenty tears ago you would not have seen all the Halloween paraphernalia in shop windows etc...but it spread on the continent due to the media and the greater ease in travelling. The commerce brigade are never slow at starting or adopting new customs to make a fast buck. Generally it has not yet taken hold in distant Latin speaking countries, Polynesia, Muslim, Indu, Buddhist and Jewish areas of the globe.

it is actually a very ancient celebration where it is called all hallows eve where the spirits of the dead visit houses and people offer food to the spirits and that tradition is still alive in trick or treating where people give food to the kids...in the philippines where i am from, we rarely practice trick or treating but it is a catholic holiday where we go to the cemetery to visit the dead and offer them food and say a prayer...its called all souls' day and the next day is called all saint's day....

All Hallows Eve.

Every culture has a day of the dead.

It's not fun and if you knock on our door I'll pee on you from the upstairs bedroom.
