Dealing with noisy neighbours:
As a first step, you should talk to your neighbour making the noise and ask them to reduce the noise. If the noise is not reduced and your neighbour is a tenant, it may be worth contacting your neighbour’s landlord. If the problem persists it is useful to keep a record/diary of the disturbances which can be used as evidence in any future action.
Local authorities (Local Councils in Northern Ireland) have extensive powers to deal with noise nuisances. You can ask the Environmental Health Officer (EHO) to investigate the noise. They are able to measure the level of noise and to give an expert opinion on how it rates as a noise nuisance. Local authorities have powers to seize noise-making equipment.
If the EHO considers there is a noise nuisance and has been unable to resolve the matter by discussion, the authority can then serve a notice on the person causing the noise, or on the owner or occupier of the property. If the person causing the noise does not comply with the notice, the local authority can prosecute them. The local authority can also apply for an injunction.
Local authority tenants (Northern Ireland Housing Executive tenants in Northern Ireland) who suffer noise nuisance can contact the Local Government Ombudsman (Northern Ireland Ombudsman in Northern Ireland), who may be able to recommend compensation if the local authority has failed in one of its duties. Tenants of housing associations and other registered social landlords (and of some private landlords) can contact the Independent Housing Ombudsman (Northern Ireland Ombudsman in Northern Ireland).

For the time being, you are strangers to each other, and unless you decide to move out of your place, I do not see any smart escapade.
When I move to a new place, the first thing I usually do is to know my neighbors. So, forget the dog and the court stuff; just invite her for dinner. I am sure that the outcome will be positive

You have a brilliant way to stop her short!
It wouldn't cost tooo much get a camera,out side the kitchen.I know we have them...and you can't really see it.Get her on camera!
Then send her a copy!....NOW, unless you want to have to move, this is a solution....SHE is a real crazy.
So just get her stealing...then say you will go to the cops.
Watch her change real quick!
Plus you may have to invest! in another higher fence, all along the inside of the one you have!...That works real good!
We have had very much the same thing, and in the end....you have to let them know you mean your playing for keeps!
People like her are Bullies, and I dislike bullies...big time.!
It is hard to believe they are real people..behaving so badly.

u just put up a big fence around ur garden and tell her not 2 be such a beggar who can't even buy her own food.
call her a thief , a con and everything and provoke her . from next day onwards she would not even look at u or ur veggies.
