Yes you can adopt the child of your present wife now if 1) the biological father of that child has given up all parental rights to the child. 2)The courts have terminated the biological parents rights to that child 3) Depending on the state if the biological father has not seen his child in so many years(this depends on the state where the mother's residing) the mother can contact the court and have the father's rights terminated.
If any of these things have happened you can then go and apply with the court to adopt the child of your current wife. You will probably need to have a family lawyer draw up the papers for you. Once you do adopt the child you will be taking on all responsibility for that child. If there is a divorce you will also be liable for all child support to that child. Your lawyer will be able to give you more information on your rights as an adopted parent.

technically, you become the child's step-father IF the kid was born before you got married to your wife. A lawyer would surely be able to give you all the rightful answers and ways should you really decide on adopting your wife's kid.

So you want to adopt your blood or seed. Very strange, if do or not the child has full right by inheritance and you cannot deny it, however, if the child is your wife's alone not with you then only the question of attorney arises. Please check.

in my law, by marrying the mother you automatically become the father, unless the father is responsible, in which case he has to be willing to let you adopt the child .
