The index of refraction of air changes with temperature. Air doesn't get heated by sunlight very much, but the ground does, and the ground in turn heats the air. So the air near the ground is hotter, and has a different index of refraction and bends light. So you think you are seeing the ground, or water on the ground, but it's actually a reflection of the sky.
