I don't think it's gay because I don't think you are interested in him as a guy; you are interested only in experimenting with sex.
You can sort of feel him out to see if he would be receptive to the idea. If you sense that he is, go ahead and ask. Otherwise, use your judgement.

Ok... I can't believe I'm answering this question... but here goes. If he wanted to do this with you in the first place then he's obviously interested in you also. If you're wanting to do this with each other, and it sounds as if you're definitely into it, yet you still like women then you are probably bi. A guy who is completely straight would never want to give another guy a bj. What you've described wanting to do is definitely not straight. There's nothing wrong with being gay or bi, it's just a part of who you are. In time you'll learn to deal with it. As for how you can get him to do this... just ask. The worst he can say is no. take a hint from one who has been there, relax and let nature take it's course. Whether you are gay or straight is immaterial; and until you are well established into adulthood, you are free to play around with whichever gender you choose as long as you don't date more than one person at a time lest they find out and get jealous.
As for masturbating with your friend, go for it as often as you both feel good doing it. But don't push it, just let it happen and enjoy it. And if the conversation happens toward mutual masturbation or experimenting with other activities, be honest about wanting to try them with your friend but don;t try to coerce or rush into anything.
After all it's better to have one good friend with whom you are free to masturbate rather than losing him and being a solo act again. But who knows, maybe he too is curious about a few of the same things and the two of you might do some mutual exploring.

At 16 you are full of curiosity and want to experience things and sex is just like everything else. If you and your friend agree then it is worth experimenting, otherewise how do you know if you like it or not?

Number 1: Anal sex can damage the body, even when a man penetrates a woman. It was designed to send things out, not take them in.
