Why do you ask? Are you going to perform some awful experiment on some poor creature?
Increased (too much) water in plants will cause root rot and drowning of the plant. Animals will only drink the water they need.
Decreased water will cause dehydration and death in both plants and animals if it is withheld entirely. Not watering a plant enough will cause it to wilt, branches or leaves fail, and eventually die. Not giving enough water to an animal is, I believe, called torture.

Decreased water leads to dehydration, shutdown of biological processes and eventually death.
Increased water can kill plants, and animals if they drink excessive amounts. (research water poisoning). Otherwise increased water just leads to increased elimination. :)

again, water helps plants develop, but if it is too much and there is no way out (like a pot with no holes) they can rot. As for humans, water cleans the system, it helps remove toxins. As for decreased water, it can cause bladder and kidney problems

Increase in water can cause different organ failure while decrease in water may lead to dehydration
