Plant requires an optimum sunlight.It should neither be more nor ne less.Plants conains special enzymes to perform their biological process.A sudden increase of decrease in temperature disactivate this enzymes and harm the plant function.Intensity of light should be optimum also.On animals many animals do not have sweet glands so they have to cool their body by resting in water or they will die.Due the hole in ozone layer UV rays are entering they can cause genetical disorder and skin cancers.Some people also can't struggle with heavy sunlight and became ill.They can die also as in France few years ago.Decreased sunlight will have a huge effect on plants.Photosynthesis process will be effected by it and the enzymes too.Humans can suffer this.But many cold blooded animals can die.

About the plants, it depends. Plants do photosynthesis with more sunlight, but some don't appreciate direct sunlight so much. As for humans, it causes skin cancer, but a better mood (medically, it helps produce a hormone that makes you happier). Decreased sunlight does the opposite.
