There may be some left but they suck. You can get cheap ISP services where you can pay with a credit card or money order. There should be some out there that are cheap. How are you posting this question? Seems you have access some way. Look around on a Google search but don't expect too much from something free. There are annoying pop-ups and time limits to the free ones. Just save a few bucks and find a ISP where you can pay with a money order for a year. That way they don't hold onto your credit card information. Alot of these ISPs are fly by nights believe me. Pay with a money order one year in advance or whatever but don't give them your credit card number.

Juno and Net-Zero have free plans, but they are only good for 10 hours per month.

No, you have to pay a monthly fee or alternatively use a "pay as you go" account.

If it was free to surf, then no one would be paying ISPs.
