Even though there are alot of people with those traites (not necessarily bad people), I would say "NO". According to personal experiences, people who need to lie and cheat do not know any better. It becomes a way of life, covering up one lie with another lie as each day goes on. They are frightened of being "seen through", so the lies snowball and get more complex until you get to the point that noone takes anything seriously anymore!
It is also a character thing, the old saying is very true:
Honesty is the best policy !!

The phrase 'time and again' seems to me to mean over and over again not just twice or three times. From what i have seen of cheats and liars, i would say no. It may be possible for someone to be cheating and lying in one relationship and then in a new relationship reform their ways.

Need more information...I think that it depends on the situation, and the person. My husband started doing drugs behind my back and lying to me about it.. it started about a 2 years ago, and he hasn't touched them in about 8 months. At first it was just every now and then, then it became more often... I was suspicious but he told me that i was just freaking. Then i started seeing a few different phone numbers on his cell phone bill, he was calling them everday. I then asked him about them, of course he made up stories trying to cover them up, but i knew. Anyways I later found out the truth about "everything" (I still think that he is not telling the whole truth), first time I ever saw him cry, because he thought that I was going to leave him. I am still trying to figure out if I am going to stay or not. He said that he only actually had sex with the girl one time, but in my eyes lying is worse than the cheating. I know that everyone makes mistakes, but if you own up to your mistakes it makes it easier for the person who loves you to trust you. Just like when you are a kid your parents expected you to mess up every once in a while, but if you are honest with them about them are more likely to trust you again.
I don't know if that helps you answer your question or not. There is not really an answer... the only answer is what is in your heart.

Well I for one wouldn't trust a cheat because , 'once a cheat always a cheat ', and as for lying , well, it's much easier to catch a thief , than a liar.

the only people who really change are those that really want to.
People cheat and lie for their own selfish reasons.
This behaviour may not ultimately get them what they want so they change,
They change because they want people to trust them.
People trust them.
They get what they want,
Selfish.
They may not cheat and lie but a vast amount of these players continue to play in different ways, generally manipulative and never developing any genuine respect for the opposite sex.
